Vietnam temporary residence cards - Everything you need to know about 

1. What is a Vietnam temporary residence card?

According to the provisions of Article 3 of Law No. 47/2014/QH13 on immigration, transit and residence of foreigners in Vietnam in 2014, including regulations on temporary residence cards for foreigners, Temporary residence card is a document issued by the immigration management agency or a competent agency of the Ministry of Foreign Affairs to foreigners who are allowed to reside for a certain period of time in Vietnam and the temporary residence card can replace visa.

2. Who are granted Vietnam temporary residence cards?

Below is a list of people eligible to be granted a temporary residence card, along with the type of temporary residence card as well as the specific validity period.
1. Foreigners who are members of diplomatic missions, consular offices, representative offices of international organizations under the United Nations, intergovernmental organizations in Vietnam and their spouses, children under 18 years old, helper along with the term. Validity period of temporary residence card : maximum 5 years
2. Foreigners working with departments, agencies, and units directly under the Central Committee of the Communist Party of Vietnam; National Assembly, Government, Central Committee of Vietnam Fatherland Front, Supreme People's Court, Supreme People's Procuracy, State Audit, ministries, ministerial-level agencies, agencies under the Government; Provincial Party Committee, City Party Committee, People's Council, People's Committee of provinces and centrally run cities. Validity period of temporary residence card : maximum 5 years
3. Foreigners who work with socio-political organizations, social organizations, and the Vietnam Chamber of Commerce and Industry. Validity period of temporary residence card : maximum 5 years
4. Foreign investors in Vietnam and foreign lawyers practicing in Vietnam. Validity period of temporary residence card : Maximum 5 years
5. Foreigners come to practice and study in Vietnam. Validity period of temporary residence card : maximum 5 years
6. Foreigners who are Heads of representative offices or projects of international organizations or foreign non-governmental organizations in Vietnam. Validity period of temporary residence card : maximum 3 years
7. Foreigners who are heads of representative offices, branches of foreign traders, representative offices of economic, cultural organizations, and other foreign professional organizations in Vietnam. Validity period of temporary residence card: maximum 3 years
8. Reporter and press resident in Vietnam. Validity period of temporary residence card: maximum 2 years
9. Foreigners coming to work in Vietnam with a work permit and working at all types of businesses and representative offices of foreign companies. Validity period of temporary residence card: maximum 2 years
10. Foreigners who are spouses, children under 18 years old of foreigners issued visas with symbols LV1, LV2, ĐT, NN1, NN2, DH, PV1, LĐ or foreigners who are fathers, mothers, wives, husbands, children of Vietnamese citizens. Validity period of temporary residence card : maximum 3 years
Note:
The temporary residence card issued is valid for at least 30 days shorter than the remaining validity of the passport.
Foreigners whose temporary residence cards have expired will be considered for a new card.

3. Conditions for granting temporary residence cards to foreigners

To apply for a temporary residence card in Vietnam, foreigners must meet the following conditions:
- Passport with a minimum validity of 13 months (In case the passport is valid for 13 months, the Immigration Department will issue a temporary residence card with a maximum validity of 12 months).
- Foreigners must complete temporary residence registration procedures at the commune and ward police according to regulations.

The following subjects will not be eligible to be granted a temporary residence card in Vietnam:
- Being prosecuted for criminal liability or being a defendant in civil, economic, or labor disputes;
- Being obliged to execute a criminal sentence;
- Being obliged to execute civil and economic judgments;
- Have the obligation to comply with the decision to sanction administrative violations, pay taxes and other financial obligations.

4. Procedures for applying for temporary residence cards for foreigners in Vietnam

To apply for a temporary residence card in Vietnam, you will need to follow the procedures for making a temporary residence card for foreigners below:
Step 1: Prepare documents:
You prepare exactly according to the list of documents mentioned above. One thing you need to pay attention to is the required deadline for the documents. If those deadlines are not met, foreigners will not be granted a Vietnamese temporary residence card.
Step 2. Submit application
After preparing a complete set of documents as required, you bring the documents to submit to the Immigration Department, Ministry of Public Security or the immigration management office of the police of the province or city where the foreigner resides. The 3 main offices of the Immigration Department have the following addresses:
If applying for a temporary residence card in Hanoi: No. 44-46 Tran Phu, Ba Dinh, Hanoi.
If applying for a temporary residence card in the city. Ho Chi Minh: No. 254 Nguyen Trai, District 1, Ho Chi Minh City.
If applying for a temporary residence card in Da Nang: No. 7 Tran Quy Cap, Da Nang City
After checking the documents, the Immigration Department sends a receipt to the person submitting the application ( Form NB7 ).
If the dossier is not valid, the officer receiving the dossier will guide the submitter to supplement the dossier to make it complete. And you will need to make additional preparations to return to the Immigration Department's office to reapply.
Time to submit application for Temporary Residence Card: from Monday to Saturday morning every week (except Tet, holidays and Sunday).
Step 3. Get results
On the appointment date according to the appointment letter, you bring your receipt, ID card or passport to present to the officer to return the inspection and comparison results.
If you have the results of a temporary residence card, you will pay the fee, then sign and receive the results (including whether you are granted a temporary residence card or not).
Time to return results: from Monday to Friday every week (except Tet, holidays and Saturday, Sunday).
