Researching Entry and Exit Procedures for Tourists Using FaceID


The Prime Minister has tasked the Ministry of Public Security with studying online entry and exit procedures through facial recognition (FaceID) and electronic passports (E-Passport) to facilitate travel for tourists.

In the directive on comprehensive, rapid, and sustainable tourism development issued by Prime Minister Pham Minh Chinh on February 23rd, the Ministry of Public Security is also required to accelerate administrative procedure reforms, utilize science and technology, and implement automation in handling procedures for foreign nationals entering, residing, and touring in Vietnam. The Ministry of Public Security is considering piloting visa issuance at border gates based on on-the-spot personnel approval for international tourists and will report to the Prime Minister in the second quarter. 


The Ministries of Public Security, Culture, Sports, and Tourism, and Foreign Affairs have proposed preferential entry and exit policies for certain traditional, potential international markets with high development levels, significant tourism spending, and long-term stays. Vietnam's list of unilaterally exempted visa countries will be expanded beyond the current 13.

The Government has instructed the trial of short-term visa exemptions ranging from 6 to 12 months for tourists from certain large-scale, high-spending markets. Long-term visa issuance policies allowing multiple entries (12-36 months) will be studied for attracting high-end market segments, retirees with high spending capabilities from Europe, Northeast Asia, North America, India, and some Middle Eastern countries.


The Prime Minister has instructed provincial and municipal chairpersons to require tourism businesses to publicly list prices and sell at the correct rates. Violators will face temporary business suspension and license revocation. Small and medium-sized tourism enterprises and household businesses will be supported in applying science and technology, promoting digital transformation, and accessing capital. Large enterprises will enjoy investment incentives for tourism development.

Localities need to build a cultural, friendly, and hospitable tourism environment with the motto "every citizen is a tourism ambassador"; strengthen regional and local linkages to create incentives for "one route - multiple destinations." The Ministry of Culture, Sports, and Tourism will develop a plan to establish overseas tourism promotion offices and boost tourism exploitation by sea and land routes, as well as promote railway tourism.

Since the beginning of 2023, the Civil Aviation Authority of Vietnam has been piloting biometric authentication (facial recognition) for passengers boarding flights. Security checkpoints or airport immigration gates will be equipped with automatic facial recognition devices. Specialized cameras will capture facial images, which will then be compared with information read from chip-embedded citizen identification cards. The system will verify passenger information, flight itineraries, and match against the list of prohibited passengers or those requiring mandatory security checks.

In cases where the information on the citizen identification card matches the facial image and corresponds to the flight itinerary, security personnel will allow passengers to proceed to the screening area. If there is any discrepancy or if a passenger's name matches the no-fly list, security personnel will request the passenger to follow the regulations.
