Unfortunately, No if you are applying for an E-visa or a standard Visa on Arrival online. Online visa approval systems strictly require an ordinary valid passport (regular passport).

If you hold a Travel Document instead of a regular passport — such as a Refugee Travel Document, Aliens Passport, etc. — please keep the following regulations in mind:

🔴 Online E-visa & Visa on Arrival: These portals are not eligible for travel document holders.
➔ Applying online with a travel document may result in application rejection or, worse, being denied boarding at the airport.

You should obtain an ordinary passport that meets the following criteria, then you can use it to apply for a Vietnam visa:

✔ Validity: Valid for at least 6 months from your intended date of entry into Vietnam.

Alternatively, and this is my preference, they can buy online an “approval letter” (from a private agency such as govietnamvisacom, which offers a very efficient service) that takes about 3 weeks to process for FUll Package visa in Covid. It's the easiest way to come back Vietnam in 2021
